Flags will be flown at half-staff at the University of Wisconsin Oshkosh at sunrise on Monday, April 4, 2011, as a mark of respect for Corporal Justin David Ross of the U.S. Army Reserve, who lost his life while serving his country during Operation Enduring Freedom in Afghanistan. Gov. Scott Walker has directed that U.S. and Wisconsin flags be flown at half-staff at all federal and state buildings, grounds and military installations until sunset on that date.
