Former Secretary of State James Baker describes how Saudi Arabia, at the request of the U.S., offered economic aid to the Soviets in return for their support. Baker and an American embassy official describe how the U.S. punished Yemen for not supporting the war by withholding aid, and rewarded Syria for allying itself with pro-war Arab nations. Jordanian Prime Minister Mudar Badran describes his country's problems in dealing with the huge influx of refugees fleeing the impending conflict. Atrocities committed against Kuwaiti nationals by Iraqis are described by a survivor.
