Description
At the time of this interview, Hoang Loc was Chairman of the Phong Thung Cooperative in Hanoi. He describes the process of implementing land reform in 1955, which would transform rural agriculture in Vietnam from a tenant farming system to a cooperative system. He comments on the effects of a 1980 shift in policy, which encouraged free production and maximal use of the land.
