With the Early Years Foundation Stage Framework now published and due to be phased in by September 2008, this programme examines the debate about how far Government should prescribe and determine the educational goals of babies and toddlers.The film gauges a mixed range of opinions from parents, child minders, private day care nurseries and other settings across the country, as well as politicians.
