What is a Grant?
Definition: Legal instrument of financial assistance between an awarding agency or pass-through entity and a non-Federal entity. Transfer anything of value from the awarding agency or pass-through entity to the non-federal entity to carry out a public purpose . Award will contain terms on the use of funds, will state the programmatic objectives to be achieved and defines responsible individuals and a period of performance
Purpose: Semi-directed with broad, programmatic objectives. Submit a proposal driven by outcomes
Funding Source: All
Terms: Revocable funds; Intellectual property rights; Generally return unspent funds to sponsor; Payments are dependent on progress; Specific period of performance; Sponsor pre-approval of changes/deviations may be required.
Reporting/ Deliverables: Required;Regular and final financial and progress reports required

What is a Gift?
Definition: Extramural support that meets the following five criteria: 1). provides support for broadly-defined activities, 2). no detailed technical or fiscal reports, 3). recipient retains all intellectual property rights, copyrights and patents, 4). no restrictive provisions, and 5). gift is irrevocable by the donor
Purpose: Charitable donation; no associated intent or benefit to donor
Funding Source: Individual; Private; Non-governmental
Terms: General or non-restrictive; Irrevocable
Reporting/ Deliverables: Minimal or no reporting; Stewardship vs. contractual obligation

Contract (Sponsored)
Definition: Funding mechanism that involves the procurement of goods and services by one party or parties and the rendering of services by the other party/parties. Includes specific deliverables and milestones to be met and dictates how the contracting parties will interact with each other. It is considered a sponsored contract if the document includes specific terms and conditions that govern the performance of the project. May also be called “agreement”. “sub-award”, etc. Sponsored contracts are subject to indirect costs.
Purpose: Specific purpose, service or objective. Result of submitting a proposal driven by outcomes

Terms: Restrictive, revocable; Intellectual Property rights; Data or publication restrictions; Payments may be dependent on progress; Specific period of performance; Sponsor approval required for changes to scope/deviations
Reporting/ Deliverables: Required; Regular and final financial and progress reports

Cooperative Agreement
Definition: Legal instrument of finacial assistance between an awarding agency or pass-through entity and a non-federal entity. Transfer anything of value from the awarding agency or pass-through entity to the non-federal entity. Distinguished from a grant in that it provides for substantial involvement between the awarding agency or pass-through entity and the non-federal entity in carrying out the funded activities.
Purpose: Significantly directed by the awarding agency/sponsor; Programmatic objectives; Result of submitting a proposal driven by outcomes
Funding Source: Federal awarding agency
Terms: Restrictive funds; Intellectual property rights; Payments are dependent on progress; Specific period of performance; Sponsor pre-approval of changes/deviations may be required; Significant sponsor involvement
Reporting/ Deliverables: Required; Regular and final financial and progress reports may be required

Fee for Service Contract
Definition: Extramural support that meets the following five criteria:

Purpose: Specific service is purchased

Terms: Restrictive; Payment for a specific service
