Anna A. Filipova, Ph.D.

Dr. Filipova Bio

Dr. Filipova is the Director of the MPA program in the new School of Public Affairs & Global Engagement at the University of Wisconsin-Oshkosh effective 8/21/2025. Previously, she served as a Public Administration Department Chair and MPA Coordinator for six years (2015-2021) with significant accomplishments, including the launch of the online MPA program in Spring 2017. Before moving to UWO in 2009, she worked in Western Michigan University’s School of Public Affairs and Administration as an Assistant Professor, teaching graduate and doctoral courses in public administration.

Dr. Filipova’s grant-supported research focuses on leadership, ethical, management, and policy issues affecting health care organizations, administrators, practitioners and patients. Dr. Filipova has published in peer-reviewed journals, such as the Journal of Nursing Administration; Journal of Allied Health; Computers, Informatics, Nursing; Public Integrity; Nursing Ethics; Journal of Nursing Administration’s Healthcare Law, Ethics and Regulation; Journal of Healthcare Quality; Journal of Applied Gerontology. 

During her 16-year employment at UWO, Dr. Filipova was awarded the Edward M. Penson Distinguished Teaching Award (2016) and the Edward M. Penson Faculty Award (2014). She was also selected as the 2017-2018 Wisconsin Teaching Scholar and the 2012-2013 Wisconsin Teaching Fellow by the UW System.

When she is not working she enjoys vegetable gardening, floriculture and arboriculture, travelling in the United States and abroad, reading books and newspapers, tai chi exercises, tending to her cat and spending time with her family.

Dr. Ford Bio

Michael R. Ford is a Professor of Public Administration and the Director of the Whitburn Center for Governance and Policy Research. His research focuses on public and private board governance, education policy and finance, and the relationship between the public and nonprofit sectors. Dr. Ford brings significant practitioner experience in state and local policy to the classroom, striving to connect academic Public Administration to real world practice. He holds numerous appointments to community boards, including the Oshkosh Common Council and Plan Commission. When not working he enjoys fishing, playing music, writing, and spending time with his family.

Dr. Larson Bio
Dr. Larson’s teaching and research interests include policy and program implementation, evaluation, and analysis, with special attention on how the field can advance social equity, belonging, democracy, community resilience, and healing. She has published in a variety of peer-reviewed journals, such as Administration & Society, the Journal of Public Affairs Education, Public Administration Review, and authored multiple book chapters and technical reports. Sam is the recipient of multiple awards and honors, including the UWO Queer and Trans Faculty and Staff Award and the American Society for Public Administration & National Academy of Public Administration’s Social Equity and Performance Measurement Fellowship. Prior to UWO, Sam served for more than 15 years in various public and nonprofit organizations with rural, environmental, and educational missions.

Dr. Nollenberger Bio
Dr. Nollenberger is an associate professor of public administration and an emeritus faculty.

In some semesters, Dr. Nollenberger is invited to teach the following MPA courses as an instructional academic staff:

Dr. Karl Nollenberger joined the faculty of UW Oshkosh in 2008. He received his Ph.D. in Public Administration from the University of Illinois, Chicago in 2008. During his 9-year academic career in UW Oshkosh, he had taught many core and elective MPA classes. He had engaged students in conducting community policy projects and supervised more than 100 capstone/field project papers. Dr. Nollenberger initiated the start of the International City/County Management Student Chapter in the MPA program. Dr. Nollenberger has published in journals, such as Journal of Public Affairs EducationUrban Affairs Review, Journal of Public Budgeting, Accounting and Financial Management, and Journal of Public and Nonprofit Affairs. He is also a Fellow of the National Academy of Public Administration. He brought to the MPA program over 30 years of local government experience, mostly in the Midwest. As former president of the International City/Council Managers Association, he is part of an extensive professional network and earned a level of recognition that had brought invitations to deliver presentations and provide expertise to many local governments in Wisconsin and other states. His local government experience has been a great asset to the MPA program and benefited many students and fellow faculty.

Dr. Son Bio

Dr. Son is a professor of sociology.

In some semesters, Dr. Son is invited to teach the core class MPA 732 Analytic Methods.

Dr. Son received her Master of Arts in Women’s Studies from Rutgers University at New Brunswick in 1998, her Ph.D. in Sociology from the University of Oregon in 2007, and joined the department in 2007. Dr. Son is a medical sociologist and she has published articles that examine issues such as health service utilization and immigrant incorporation, postpartum care, health disparities, transnationalism and technology, gerontology, and sexual health curriculum. Her current research interests are good ageing and end-of-life decision making processes along the lines of class, race and gender categories. She is trained in both quantitative and qualitative research methods.

She is originally from Seoul, Korea but has lived in the U.S. for more than the half of her life time. Wisconsin is the state she spent her first couple of years in the U.S. as an international student in the 90s, and thus has been her second home in her heart.

Dr. Lusvardi Bio

Dr. Lusvardi is an associated professor of political science. In some semesters, Dr. Lusvardi is invited to teach the core class, MPA 721 Public Policy Analysis.

Dr. Lusvardi’s research interests are in public policy, American politics, and gender and politics. Her current research projects examine how gender justice issues reach legislative agenda setting.

Dr. Thomas Bio

Dr. Thomas is an associated professor of political science. In some semesters, Dr. Thomas is invited to teach PUB ADM 307/507 Administrative Law, which is an elective MPA course.

Dr. Thomas researches sexuality law and politics. His most recent work interrogates the extent to which sexual and gender expression are protected under the First Amendment as expressive speech.

Dr. Huettl is an assistant professor of history. She will contribute to the MPA program by teaching MPA 797 Seminar in Current Topics, Tribal Law and Policy, in Spring 2026.

Dr. France Bio
Dr. France is a graduate of the Homeland Security Master’s Degree Program at the Naval Postgraduate School (NPS). The Naval Postgraduate School’s Center for Homeland Defense & Security (CHDS) has been the nation’s premier provider of homeland security graduate and executive level education since 2002. Dr. France has over 32 years’ experience in public safety with an extensive background in law enforcement, homeland Security, and emergency management and is also a certified homeland security and terrorism instructor, first responder and was selected as a member of the National Homeland Security Strategy Review Board, a member of the National Preparedness Target Capabilities Working Group, selected to be a member of the 2008 National Homeland Security Grant Review Leadership Team, was a member of the National Target Capabilities Work-Group, and was selected to serve on a national level specialized group tasked with analyzing future homeland security policies and strategy for the U.S. Dr. France has received advanced training in terrorism, counterterrorism and homeland security strategy and policy and is a graduate of the World International Counterterrorism Institute’s Executive Program; School of Interdisciplinary Studies, Herzliya, Israel

 

Chris Astrella, MPA, B.S., WCPC

Astrella Bio
Chris Astrella, MPA, B.S., WCPC is a former municipal Clerk/Treasurer/Administrator with nearly two decades of experience serving Wisconsin communities. He is a Past President of the Wisconsin Municipal Clerks Association (2016–2017) and a recognized subject matter expert in digital government, cybersecurity, and modernizing municipal offices by leveraging AI responsibly. Chris brings insight into the challenges and opportunities municipal staff face in an evolving public service landscape. Known for his engaging and practical presentations, Chris shares his expertise as a college professor, international speaker, and is President of Government Guru Professional Speaking and Consulting. Chris lives in Las Vegas with his wife Dr. Julie and their dog Thumper; enjoying mild winters and continuing his mission to support future and current public administrators and local governments across North America.

Tyson Novinska, M.A. currently serves as a Deputy Chief at the City of West Allis Fire Department. He earned a Master of Arts degree in Educational Leadership from Marion College and obtained his Bachelor’s degree in Education from UW Oshkosh.

Roles and Duties

Dr. Anna Filipova is the Director of the Master of Public Administration (MPA) program in the School of Public Affairs and Global Engagement (PAGE). In the UWO’s new structural model, public administration is listed as a separate discipline within the School of PAGE, and the MPA is the only graduate program in the School of PAGE.

Dr. Filipova is the primary advisor for all MPA students. She also oversees and supports MPA program-related issues, such as MPA curriculum changes, long-term class scheduling, faculty course assignments, graduate student recruitment and admission, instructor recruitment and mentoring, graduate assistants, program assessment and review, the MPA Hintz and honor awards, the MPA website content, and convening MPA meetings. In addition, she oversees and coordinates the Accelerated MPA (4+1), the Graduate Certificate in Healthcare Management and undergraduate public administration classes offerings and delivery.

Roles and Duties

Dr. Robert Wagoner is the Associate School Director in the School of Public Affairs and Global Engagement (PAGE).

Dr. Wagoner oversees, supports, and coordinates disciplinary and program area issues, such as curriculum, class scheduling, faculty hiring and workload assignments, program accreditation, and coordination of student events in the School of PAGE.

Specifically, there are 5 disciplines/programs that Dr. Wagoner oversees, supports and coordinates in the School of PAGE:

Dr. Zuckweiler is Dean of the Graduate School, Associate Vice Chancellor for Research and Innovation, and a Management professor in the College of Business. King Bio
Dr. King joined the faculty of UW Oshkosh in 2004. She has a Ph.D. in Urban and Public Affairs from the University of Louisville, Kentucky. During her 10-year academic career in UW Oshkosh, she served in many roles, including Chair of the Public Administration Department and MPA Coordinator and Chancellor’s Leadership Fellow in the UW Oshkosh Office of Equity and Affirmative Action. Over the years, Dr. King has held executive level positions in various public and nonprofit organizations in Kentucky, Arizona, and Indiana. In Oshkosh, she served as a Chair of the Evergreen Village Board of Directors from 2008-2015. She is a 2010 graduate of the Leadership Wisconsin program, Group XIII. She is also a recipient of the 2004-2005 Fullbright/Mazaryk Award; Czech Republic.

Stephen Hintz, Ph.D.

Hintz Bio
Dr. Hintz joined the faculty of UW Oshkosh in 1972 upon receiving a Ph.D. in Political Science from Yale University. During his career in UW Oshkosh, he served in many roles, including Director of the Masters of Public Administration program, Chair of the Department of Public Affairs and Associate Dean of the College of Letters and Science. Dr. Hintz has been active in community affairs since the time he arrived on campus. In 1998, he was elected to the Oshkosh Common Council and was the Mayor of Oshkosh from 2002 to 2004. Dr. Hintz received an “Outstanding Community Citizen” award from the Oshkosh Jaycees in 1982.
