1. Provide clear information. Give your name, phone number, exact location, nature of the emergency, and number of victims.
2. Stay with the victim. Keep the area clear. Do not move the person unless there is immediate danger.
3. Have someone meet responders. Send a person to the building entrance to direct emergency personnel.
4. Offer first aid if trained and willing. Provide CPR or AED assistance as appropriate.
5. Follow responder instructions. Share all relevant information when emergency personnel arrive.
6. Do not transport the victim. Do not drive the victim to the hospital or allow them to drive themselves.

Recognize the signs

• Unresponsive or unconscious
• Slow, shallow, or stopped breathing
• Choking or gurgling sounds
• Blue or gray lips or fingernails
• Pinpoint pupils
• Limp body

How to respond

1. Call 911.
2. Try to wake the person by rubbing your knuckles firmly on the sternum.
3. Administer naloxone if available and you have been trained.
4. Provide rescue breathing or CPR if the person is not breathing and you are trained.
5. Place the person in the recovery position if breathing resumes and there is no suspected spinal injury.
6. Stay with the person and tell responders what substances may have been taken.

General evacuation

1. Pull the fire alarm and evacuate. Alert others and use a secondary exit if the closest exit is blocked.
2. If time permits, safely shut down hazardous equipment or processes.
3. Use stairs and the closest safe exit.
4. From a safe location, call 911.
5. Move upwind and at least 100 yards away, or go to the designated meeting location.
6. Make sure you are accounted for.
7. Do not re-enter until authorized by emergency personnel.

People who need rescue assistance

Persons who cannot use stairs should go immediately to a designated Area of Refuge or Rescue Assistance location and close the door.

1. Call 911 and request immediate assistance to evacuate.
2. Provide the building name, floor, room number, exact location, and your phone number.
3. If unable to communicate, signal from a window with a towel or other visible material.
4. If fire is present, seal cracks and vents to reduce smoke entry.

1. Activate the nearest fire alarm pull station.
2. Evacuate immediately. Use stairs. Do not use elevators.
3. Close doors behind you.
4. Call 911 from a safe location.
5. Check doorknobs with the back of your hand. If warm or hot, keep the door closed and use another exit.
6. Go to the designated gathering point.
7. Do not re-enter until authorized.

If trapped

• Close doors and windows between you and the fire.
• Seal gaps with towels or clothing.
• Signal from a window.
• Call 911 and provide your exact location.

If caught in smoke

• Stay low.
• Cover your head and face with a cloth or towel.
• If clothing catches fire, stop, drop, and roll.

Information to provide to 911

• Location of the threat
• Number and description of threats
• Number and type of weapons
• Number of potential victims and injuries

When law enforcement arrives

• Remain calm and follow instructions.
• Put down items and raise your hands with fingers spread.
• Keep your hands visible and avoid sudden movements.
• Proceed in the direction officers came from.

Examples of concerning behavior

• Statements or writings suggesting harm to self or others
• Dramatic changes in behavior, appearance, or performance
• Fixation on a person or group
• Weapons discussed in a threatening context
• Extreme agitation, paranoia, or disorganized thinking
• Withdrawal combined with hopelessness

Mental health crisis

1. Stay calm and speak slowly.
2. Do not argue or challenge beliefs.
3. Call the UWO Counseling Center at (920) 424-2061 during business hours.
4. After hours, call UWO Police at (920) 424-1212.
5. For imminent danger, call 911.
6. Call or text 988 for the Suicide and Crisis Lifeline.

Violent or personal crime

1. Go to a safe place.
2. Call UWO Police at (920) 424-1212 or 911 in an emergency.
3. Follow police instructions.
4. Seek medical attention if needed.
5. Note descriptions, vehicles, and direction of travel.

Sexual assault

1. Call UWO Police or 911 if there is imminent danger.
2. Seek medical care and request a Sexual Assault Nurse Examiner exam. A police report is not required to receive an exam.
3. Contact a victim advocate for support and options.
4. Students may contact the Dean of Students Office at (920) 424-3100.
5. Respect the survivor’s choices about disclosure.

Workplace violence

• Call 911 or UWO Police.
• Leave the area if safe.
• Prevent others from entering.
• If unable to evacuate, shelter in a secure location.
• Report threats before they escalate.

Phone threat

Written, email, or social media threat

• Do not delete the message or close the app or browser.
• Take a screenshot or photo.
• Do not forward the message.
• Call UWO Police or 911.
• Do not shut down the device.

Suspicious package

1. Do not touch, move, or open it.
2. Do not use phones or radios nearby.
3. Secure the room and keep others away.
4. Evacuate if directed and move at least 100 yards away.
5. Call 911.

Report suspicious activity

• Unauthorized people in buildings or restricted areas
• Requests for sensitive security information
• Abandoned or suspicious vehicles
• Tampering with ventilation or safety equipment
• Illegal weapon activity

Minor release: Follow department-specific procedures when trained personnel can safely manage the release.

Major or high-hazard release:

1. Evacuate immediately. Alert others. Do not attempt cleanup.
2. From a safe location, call 911.
3. Move upwind and follow general evacuation procedures.
4. Provide the material name, location, time, spill size, and injury information.
5. Follow first-aid guidance from the Safety Data Sheet.
6. Do not re-enter until authorized.

Power failure

• Report the outage to Facilities at (920) 424-3466 during business hours or UWO Police after hours.
• Move away from electrical equipment.
• Remain in a safe, lit area.
• Notify police of trapped elevator occupants or equipment hazards.
• Do not remain in an unlit work area.

Natural gas leak

1. Stop operations and evacuate immediately.
2. Do not use switches, lights, phones, elevators, matches, lighters, or equipment that could create a spark.
3. From a safe location, call UWO Police at (920) 424-1212.
4. Do not re-enter until cleared.

Flood or water intrusion

Report flooding immediately. Stay away from electrical equipment and standing water near electrical sources.

Steam leak

Evacuate immediately. Close doors to isolate the area. Steam can cause severe burns and displace oxygen.

Elevator entrapment

1. Stay calm.
2. Use the emergency call button.
3. If needed, call UWO Police or 911.
4. Do not force doors open or climb out.
5. Wait for trained personnel.

Cybersecurity incident

1. Do not turn off or restart the device unless directed.
2. Do not pay a ransom or provide credentials.
3. Disconnect from the network only if advised by IT Security.
4. Contact the IT Service Desk at itservicedesk@uwosh.edu or (920) 424-3020.
5. Preserve emails, files, and messages.
6. Call UWO Police if safety systems are affected.

Tornado warning

• Seek shelter immediately.
• Avoid gyms, pools, large classrooms, and other wide-span structures.
• Go to a basement or below-ground location.
• Stay away from windows and exterior doors.
• If unable to reach the lowest level, use an interior room or stairwell.
• Duck and cover your head under a sturdy surface.
• Remain sheltered until the warning is officially canceled.

Severe thunderstorm warning

Move indoors immediately, stay away from windows, stop outdoor activities, and remain inside until the storm passes.

Ice, sleet, or snow

• Do not rush or take shortcuts.
• Wear high-traction footwear.
• Report unsafe icy conditions to Facilities at (920) 424-3466.
• Report falls or injuries to your supervisor and Risk Management.
