Minority Business Enterprise/Disabled Veterans Business Suppliers
The State of Wisconsin Supplier Diversity Program works with historically disenfranchised businesses to provide for exposure and increased opportunities for earning business with the State of Wisconsin, including the Universities of Wisconsin. By statute, the State of Wisconsin must spend at least 5% of State expenditures with Minority Business Enterprises (MBE’s) and at least 1% with Disabled Veteran Businesses (DVB). The Supplier Diversity Program all certified Women Owned Business Enterprises (WBE), but there is no statutory requirement for the state to use them at any level.
In addition, a fully qualified MBE or DVB may be selected to purchase from in a simplified bid or sealed bid sourcing event if they are fully qualified (they meet all mandatory requirements) and their cost is less than 5% higher than the lowest cost fully qualified provider. This is not a mandatory selection, as the agency still can select the lowest cost provider if they choose. This can only be applied to a supplier that has been fully certified by the State of Wisconsin Supplier Diversity Program. We cannot honor a supplier’s certification with another state. WBE’s are not included in this allowance.

If you are aware of a supplier that may fit the criteria to become certified, please direct them to https://supplierdiversity.wi.gov/Pages/Home.aspx. This website will have all the information and processes necessary for the supplier to become certified.
