Introduction

Welcome, students!

Welcome to the Student Handbook, the official handbook of the University of Wisconsin-Oshkosh campus, providing you with campus resources, an overview of student life policies, and university procedures. The Student Handbook is designed to inform you of your rights and responsibilities in being a student. The Student Handbook clarifies the values and standards we hold as a community and expect you to honor in your conduct as a student. Additionally, it contains helpful information relative to self-advocacy, safety, and security.

Our campus is vibrant, diverse, and an active community. The quality of life in our community is directly related to the actions and behaviors of its members. As community members, we each have certain rights and responsibilities. It is important to realize that it is the responsibility of each member of the community to understand and adhere to these standards. Students are expected to make themselves aware of – and comply with – the law, and with university policies and regulations.

The regulations within the Student Conduct Code have been developed to create and maintain a safe and welcoming community that encourages students to achieve success in their academic, social, and personal development. Students are maturing adults, capable of making their own decisions, as well as accepting the consequences for those decisions. The student conduct process has been established to respond to incidents involving allegations of inappropriate behavior within our community. This process provides educational opportunities which encourage students to evaluate their own actions, consider their own decision making, and acquire new skills to improve their choices in the future.

University of Wisconsin System disciplinary procedures, specifically UWS Chapter 14 (Student Academic Disciplinary Procedures) and UWS Chapter 17 (Student Non-academic Disciplinary Procedures), are incorporated into the Student Conduct Code either by adapting or inserting verbatim the language of these policies. In the event of conflict between this code and either UWS Chapter 14 or UWS Chapter 17, the Chapters will supersede the code.

I. Student Code of Conduct

Chapter UWS 14 – Student Academic Disciplinary Procedures

Chapter UWS 14 states the University of Wisconsin System’s official rules for handling academic misconduct. It defines misconduct (like cheating, plagiarism, or falsifying work), explains possible sanctions (from warnings to expulsion), and details the procedures for investigating, disciplining, and appealing cases. Both instructors and designated university officers can initiate actions, and students have the right to a hearing and appeal. The policy emphasizes fairness, student rights, and consistent enforcement across all UW institutions.

Chapter UWS 17 – Student Nonacademic Disciplinary Procedures

Chapter UWS 17 outlines how the University of Wisconsin System handles nonacademic misconduct—things like threats, harassment, property damage, drug/alcohol violations, and sexual misconduct. It defines the disciplinary process, including investigations, hearings, appeals, and potential sanctions (such as warnings, probation, suspension, or expulsion). There are specific procedures depending on whether the misconduct is sexual or nonsexual in nature. The university has the right to discipline students for misconduct both on and off campus if it affects university interests, and students maintain their constitutional rights throughout the process.

Chapter UWS 18 – Conduct on University Lands

Chapter UWS 18 lists the rules for behavior on university property, covering everything from parking and traffic to personal conduct like alcohol use, vandalism, noise, and animal control. It gives university officials the authority to enforce these rules and outlines penalties for violations. The goal is to maintain safety, order, and proper use of campus resources while protecting the environment, facilities, and the rights of the university community.

Chapter UWS 21 – Use of University Facilities

Chapter UWS 21 indicates the rules for how university buildings and grounds can be used. Facilities are meant primarily for teaching, research, and service, but other uses may be allowed with permission. University-related groups (like student orgs or departments) can host events with approval, while outside groups need to be invited or sponsored. Use can’t interfere with university operations, and fees or rental charges may apply. Institutions must also publish clear procedures for requesting facility use and any restrictions.

Alcohol and Other Drug Policy

Medical Safety Policy

The Medical Safety Policy encourages students to seek medical help during alcohol or drug-related emergencies without fear of disciplinary action. Instead of punishment, students who seek assistance will go through an educational process, such as meeting with a conduct officer or completing a substance use assessment. This protection may also apply to students who help others seek aid. However, the policy doesn’t apply in all situations – especially if there are other serious violations – and does not shield students from legal consequences outside the university.

Discrimination and Sexual Misconduct/Title IX

The University of Wisconsin – Oshkosh strictly prohibits all forms of sexual misconduct -including harassment, assault, dating/domestic violence, and stalking – as they undermine equal access to education and community well‑being. Our Title IX policies cover both student and employee conduct, align with federal mandates like the Clery Act and Violence Against Women Act (VAWA), and define how cases are addressed, including reporting structures and conflict-of-interest guidelines.

Commitment to Academic Freedom and Freedom of Expression

UW-Oshkosh values robust dialogue and open debate while recognizing there are necessary, narrow limits – such as prohibiting defamation, threats, harassment, or legal violations. The university may also regulate the time, place, and manner of expression to avoid disruption, but these restrictions must never undermine free discussion. The policy stresses that everyone – students, faculty, staff – must uphold civility, respect diverse views (even offensive ones), and avoid silencing others. Importantly, when speaking publicly, individuals should clarify they represent their own perspectives – not the institution. The university holds a firm duty to protect fearless exploration and debate, even when the ideas expressed are controversial or unpopular.

II. Other Policies

Chapter UWS 22 – Accommodation of Religious Beliefs

The University of Wisconsin System requires instructors to reasonably accommodate students whose sincerely held religious beliefs conflict with exams or academic deadlines. Students must inform instructors within the first three weeks of class (or first week for short courses) about any religious observances that might interfere. Instructors must accept the request without questioning the student’s beliefs, keep it confidential, and offer alternative arrangements. If a student feels accommodations weren’t made fairly, they can file a complaint through university procedures. The university must clearly communicate this policy through course catalogs and timetables.

Americans with Disability Act (ADA) Policy

The University of Wisconsin System prohibits discrimination against individuals with disabilities across all educational programs, employment practices, and campus operations. It ensures that any otherwise qualified person with a disability must not be denied participation, access, or opportunities in any university activities or employment – provided accommodations are reasonable. Additionally, retaliation against anyone who exercises or supports disability rights under state or federal law is strictly forbidden. Implementation measures require each institution within the system to establish supportive structures such as advisory committees, transparent procedures, and accessible dissemination of policy details.

Computer and Network Usage Guidelines

The University of Wisconsin System sets expectations for how students, faculty, and staff should use university-provided technology. It emphasizes that access to these resources is a privilege meant to support learning, research, and university operations. Users are expected to act responsibly, ethically, and in alignment with the university’s mission. While the system values privacy, it reserves the right to monitor activity when necessary. Violations of the policy may result in disciplinary or legal consequences.

Equity in Athletics Disclosure Act

The EADA is a federal law requiring coeducational postsecondary institutions that participate in federal student financial aid programs and have athletic programs to annually disclose comprehensive data on both men’s and women’s sports – such as participation numbers, staffing, revenue, expenses, and scholarships – to the U.S. Department of Education. This information is then made publicly accessible, helping students, families, and others evaluate an institution’s commitment to equitable athletic opportunities.

Family Educational Rights and Privacy Act (FERPA)

The University of Wisconsin-Oshkosh carefully follows FERPA, which strictly limits access to students’ educational and housing records. Personally identifiable information – including academic, disciplinary, or financial details – can only be shared if it qualifies as “directory information,” if the student consents, or under specific legal exceptions like emergencies or certain parental notifications. This ensures student privacy while allowing necessary communication when warranted.

Discrimination, Harassment, and Retaliation

UW-Oshkosh stands firmly against discrimination, harassment, and retaliation aimed at students, employees, or any members of the university community. It will not be tolerated. The policy covers mistreatment based on protected characteristics such as race, religion, gender identity, disability, and more, within both educational and workplace settings. It encourages a respectful environment and provides avenues for education, resolution, and reporting, while protecting individuals from retaliation if they raise concerns or participate in investigations

Reporting Sexual Harassment and Sexual Violence

If you need to report an EMERGENCY or an incident that poses an immediate risk of harm to you or someone else, call 911.

IV. Academic Policies

Academic Standing

The University of Wisconsin-Oshkosh assesses students’ academic progress after each full term (for those with at least 6 credits). Students must maintain a cumulative GPA of 2.0 and a term GPA of 1.0 to remain in “good standing.” Falling below these benchmarks can result in probation or suspension. Academic standing ensures students stay aligned with graduation requirements and maintain eligibility to continue their studies.

Attendance

UW-Oshkosh expects students to attend all scheduled class sessions, with attendance and punctuality generally governed by each instructor’s policy. Instructors are required to share their specific rules, such as expectations around absences and make-up work, with students at the start of the course. Students are responsible for notifying their instructor of missed classes, and for valid reasons like medical issues, emergencies, or university-sanctioned events, instructors must offer accommodations or opportunities to make up missed work upon timely request (and documentation, if required).

Grading Scale

At UW-Oshkosh, grade point averages are calculated by dividing the number of grade points earned by the number of units (crs.) attempted. The University’s grading scale changed from an 8 point scale to a 12 point scale effective Fall 2009. This does not affect grades awarded prior to Fall 2009. Letter grades and corresponding point values are as follows:

Medical and Non-Medical Withdrawals

If you’re withdrawing from all or some courses after the add/drop deadline, UW-Oshkosh requires you to submit the appropriate form (medical or non-medical) through the Registrar’s Office before the withdrawal is finalized. Approval depends on your circumstances and usually requires supporting documentation if it’s after the deadline. Keep in mind that financial aid, including FAFSA and state grants, may need to be partially returned depending on the withdrawal date, and tuition refunds will follow a corresponding schedule.

V. Safety and Security

The Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act

UW-Oshkosh outlines compliance with the federal Jeanne Clery Act, which requires colleges to maintain transparency about campus safety.

Annual Security Report and Annual Fire Safety Report

This annual combined report shares key campus safety information, including crime and fire statistics for the past three years, emergency protocols, and safety policies for the Oshkosh, Fox Cities, and Fond du Lac campuses. It covers resources ranging from escort and safe-ride programs to mental health and sexual assault support. The report details how to report incidents (including anonymous options), how timely warnings and emergency alerts are issued, how missing student situations are handled, and how campus facilities are secured and managed. It also outlines fire safety systems, evacuation procedures, drills, and plans for ongoing improvements in emergency preparedness.

Drug Free School and Campus Biennial Review

The University of Wisconsin-Oshkosh conducted its required biennial review of the Drug‑Free Schools and Campuses Program, highlighting a broad mix of prevention efforts – from peer education, health screenings, and digital tools to policies for high‑risk settings like Greek life, athletics, and campus events. The report underscores educational interventions over punishment, transparent sanctions, and ongoing partnerships for substance safety. It also points out areas for growth, such as program effectiveness evaluation and reactivating its prevention task force post-pandemic.

Missing Student Notification Policy

If a student residing in campus housing is reported missing for more than 24 hours, UW–Oshkosh’s Residence Life follows federal guidelines to respond swiftly. Once reported, staff will alert University Police immediately, who then begin an investigation.

UW Oshkosh Firearms and Dangerous Weapons Policy

UW–Oshkosh strictly prohibits all weapons – including firearms, ammunition, tasers, hunting knives, sword replicas, BB or airsoft guns, bows and arrows, and even toy or replica weapons that could be mistaken for real ones – from being brought into any campus buildings, including residence halls. If a student needs a place to store a weapon, the university police can assist with secure storage arrangements. The goal of these rules is to maintain safety and a sense of security across campus.

Department of Residence Life:  Community Rights and Responsibilities

This handbook is designed as a clear and helpful guide for students living in the UW–Oshkosh residence halls.  There is important information about available services, hall policies, and student expectations. It also offers guidance on being a good neighbor, building positive relationships, and staying safe. In addition, the handbook provides resources for getting help in emergencies and practical tips for fostering a respectful and supportive community—such as connecting with your roommate and reaching out to staff, like Community Advisors, when needed.

Fraternity and Sorority Life

The Student Organization Code of Conduct policy outlines the expected behavior for recognized student clubs at UW Oshkosh. The Code of Conduct lists the applicable laws and university rules, whether on or off campus, and defines unacceptable actions like harassment, hazing, property damage, alcohol/drug violations, and falsifying information, among others. It details how misconduct is addressed through an informal or formal complaint process, including investigations, potential sanctions, and an opportunity for appeal.

Parking

The University of Wisconsin Oshkosh’s parking regulations outline the rules for operating and parking vehicles on campus to ensure safety, accessibility, and fair use of limited spaces. All vehicles must obtain the correct permit for their designated lots or follow posted payment requirements, with different permit types for students, staff, visitors, and special needs parking. Regulations cover where and when you can park, seasonal restrictions, and rules for motorcycles, bicycles, and loading zones.

Student Athlete Handbook

The Student Athlete Handbook serves as a guide for UW-Oshkosh student-athletes, outlining expectations, resources, and policies to help them succeed in academics, athletics, and personal development. It covers NCAA, WIAC, and university rules; academic eligibility standards; codes of conduct; and procedures for reporting concerns. It also details support services like athletic training, academic advising, and mental health resources, along with policies on travel, equipment, and sportsmanship. The overall goal is to ensure student-athletes represent the university with integrity, maintain academic progress, and uphold high standards both on and off the field.

Consensual Relationships

The Consensual Relationships policy sets clear boundaries on consensual romantic or sexual relationships at UW-Oshkosh to prevent conflicts of interest, favoritism, and potential exploitation. It prohibits such relationships when one person has direct academic, supervisory, evaluative, or advisory authority over the other, as this creates an inherent power imbalance. If a consensual relationship develops in these situations, the person in authority must promptly disclose it so that the university can reassign responsibilities to remove the conflict. The policy aims to maintain professionalism, protect all parties, and foster an equitable, respectful learning and working environment.

Service and Therapy Animal Policy

UWO’s Service and Therapy Animal policy outlines the rules for having service animals and therapy animals on campus, ensuring compliance with federal and state laws while balancing the needs of individuals with disabilities and the campus community. All animals must be under control, well-behaved, and properly cared for, and the university may remove any animal that poses a threat, causes significant disruption, or is not maintained appropriately.

Smoking Policy

UW-Oshkosh follows Wisconsin’s Clean Indoor Air Act by banning smoking in all university-owned or leased buildings and vehicles, within 25 feet of building entrances, and at outdoor seated events like athletic games. The goal is to protect the community from secondhand smoke while promoting a healthier campus environment. Enforcement relies on education, cooperation, and respectful communication, with disciplinary actions available if necessary through existing student, staff, or faculty processes. The policy emphasizes balancing the needs of smokers and non-smokers while fostering mutual respect and voluntary compliance.

Student Email

UW-Oshkosh adopts and adheres to Board of Regents and Universities of Wisconsin-level policies directly. Development and adoption of additional, campus-specific policy will be pursued when significant revisions or refinements to UW-level policy are required to address UWO-specific needs.

All university employees are responsible for complying with institutional policies governing their actions. As defined by the UW System, the Chief Information Officer is responsible for maintaining and enforcing information and technology policies.
