University of Wisconsin Oshkosh Testing Services Director Duane Goupell received the National College Testing Association (NCTA) Service and Leadership Award at its annual conference in Denver earlier this month.

Goupell received the award for his work as chairman of the Test Center Certification Committee.  He has served as chairman of the committee since its beginning in 2008 and has led the group in its work to develop a system for college and university test center certification around the country.

Seventy-six test centers on college and university campuses have been certified since September of 2010. The certification process requires member schools to meet specific, professional standards in the performance of testing. In 2012, the Polk Library-based Testing Services, under Goupell’s leadership, earned its Test Center Certification from NCTA.

UW Oshkosh Testing Services’ mission is “to provide high quality testing, test scoring and instructional assessment services which adheres to the National College Testing Association Professional Standards and Guidelines and standards and governmental regulations that promote responsible fiscal, legal, ethical and equitable practices within an environment of continuous quality improvement, business innovation and technological advancement.”

Goupell said he is proud of the work the NCTA committee has done in making Test Center Certification one of the most visible initiatives of the organization.

“We have shown that testing centers are very professional and offer the highest quality of service to institutions and their surrounding communities,” he said. “This award recognizes the work the committee has done, and I am honored and proud to receive it.”

In 2009, NCTA awarded Goupell with its President’s Award, presented to individuals who have made significant contributions through service and leadership to the organization. That honor also recognized Goupell’s work as committee chair of the Test Center Certification Project.
