What to do if you get a "page not found" error when trying to create a policy

Solution/fix found by Marshall Scorcio

If in a new campus skin site you install Placeful Workflow, you may get a Page Not Found error when you try to create a new workflow policy. (You need Placeful Workflow to set up intranet sections).

The fix is to go into the ZMI, portal_skins, Properties tab, and add CMFPlacefulWorkflow at the bottom of the uwosh.theme skin layers list.
