If you get an error like this:  

ConfigurationError: ('Invalid value for', 'package', 'ImportError: Module my.package has no global browser')
or
zope.configuration.xmlconfig.ZopeXMLConfigurationError: File "/Users/kim/PloneBuilds/4.1.3/parts/instance/etc/site.zcml", line 16.2-16.23
    ZopeXMLConfigurationError: File "/Users/kim/.buildout/eggs/Products.CMFPlone-4.1.6-py2.6.egg/Products/CMFPlone/configure.zcml", line 99.4-103.10
    ZopeXMLConfigurationError: File "/Users/kim/PloneBuilds/4.1.3/src/uwosh.intranet_portlets/uwosh/intranet_portlets/intranet_portlets/configure.zcml", line 11.4-11.34
    ConfigurationError: ('Invalid value for', 'package', 'ImportError: Module uwosh.intranet_portlets.intranet_portlets has no global browser')

create an empty file 

__init__.py

in the browser subdirectory
