Purpose
OE is a Satanic student organization that will address campus issues in a constructive manner in an attempt to make UW Oshkosh a more free and open society in which to express intellectual and creative ideas and goals. While Satanism is technically a religion, OE will not attempt to convert or sway campus opinion towards the Satanic religion, but will rather attempt to open the minds of the campus to ideas and possibilities that other university groups and official organizations cannot or will not consider because of possible social implications or societal limitations.
The ideas and possibilities expressed may include, but are not limited to, things such as philosophy, cultural blindness as a result of campus atmosphere, critical thinking in relation to any and all established religions in existence (and anything else, for that matter), the celebration of human sexuality, constructive criticism of ideas or accepted norms that are upheld on campus, advocation of creativity and individuality, promotion of musical and artistic diversity and self-expression.

Objectives
The following is a list of objectives or goals that OE will strive to accomplish. This list is subject to change when deemed necessary or prudent by the members of OE.
- Provide a useful and thought-provoking medium by which a Satanic viewpoint on campus, community and world events, as well as Satanic perspectives and ideas on things unrelated to campus topics may be expressed in the form of fliers, newsletters, public displays, seminars, and other scheduled events.
- Act as an intermediary for like-minded or interested parties to use for convergence and discussion.
- Be an active body for addressing issues or policies that represent the opinions or goals of OE members. Possible issues or policies of concern would be those which would either open up or take away from general freedoms having to do with open expression of philosophical and religions ideas, sexual orientation, mass-media saturation schemes, et alii.

Executive Board

President/Hierophant - Office of Lucifer
- The President shall be in charge of coordinating and running the meetings.
- The President shall work with the advisor.
- The President shall not be a leader of another Oshkosh organization.
- The President shall be a registered member of the group.
- The President may appoint a Webmaster who shall work directly with him or her and the rest of the executive board.

Public Relations Representative - Office of Leviathan
- The Public Relations Representative will attend and represent OE at the weekly OSA meetings.
- In the organization\'s meetings, the Public Relations Representative will report the doings of previous OSA meeting.
- The Public Relations Representative may hold the office of President simultaneously.
- The Public Relations Representative shall be a registered member of the group.
- The Public Relations Representative is in charge of maintaining the group\'s communication with the campus and community.
- The Public Relations Representative should work with the President on communication with the campus community.

Treasurer - Office of Balaam
- The Treasurer shall be charged with the organization\'s fiscal responsibility.
- The Treasurer shall keep accurate records of all of the organization\'s funds and expenditures.
- The Treasurer shall be a registered member of the group.

Public Relations Artist - Office of Belial
- The Public Relations Artist is in charge of creating and distributing publicity for the group.
- Publicity should be shown to the president and/or the group before it is distributed.
- The Public Relations Artist may be the Public Relations Representative simultaneously.
- The Public Relations Artist shall be a registered member of the group.

Librarian - Office of Mephistopheles
- The Librarian will coordinate and lead the feature discussion with the President.
- The Librarian is in charge of assembling materials for the discussion. This may include putting items on reserve at the library and producing handouts or an annotated bibliography.
- The Librarian shall be a registered member.

Membership
Membership in OE will depend in no way on race, color, creed, sex, national origin, disability, ancestry, age, sexual orientation, pregnancy, marital status, or parental status.
Member Types:-
Registered Members
- May participate on the executive board.
- May vote on elections.
- May petition for new elections.
- Will be noted on official public OE listings of group participation and membership.

Unregistered Members
- May offer services.
- May have a say in OE meetings and event contests.
- May have a say in OE endeavors (such as actions involving OSA).
- Will not be noted on official public OE listings of group participation and membership (will remain anonymous on any and all OE documentation).
Requirements:

Registered Members:
A UW Oshkosh student wishing to become a registered member of OE is required to:
- Have previously attended at least 60% of the OE meetings or events from the previous semester.
- Display a sincere interest in the goals of OE.
- Display a working knowledge of topics covered by OE. The level of this knowledge will be determined on an "on-person" basis by the current group members.
- Have a sincere interest in making a contribution to OE in the way of sharing ideas, producing materials, providing informational resources, and taking appropriate actions to meet group objectives.
- Possess a disposition that is conducive to the general productivity of OE. A person wishing to become a member of OE that displays disruptive behavior in relation with OE goals and/or interests will not be admitted to OE. A person who is a member of OE that later displays disruptive behavior in relation with OE goals and interests will be expelled from OE.
- Must use their UW Oshkosh or an alternate e-mail account twice a week.

Unregistered Members:
All UW Oshkosh students may become unregistered members. A UW Oshkosh student wishing to become an unregistered member of OE is required to:
- Display a sincere interest in the goals of OE.
- Have a sincere interest in making a contribution to OE by sharing ideas.
- Possess a disposition that is conducive to the general productivity of OE. A person wishing to become a member of OE that display sdisruptive behavior in relation with OE goals and/or interests will not be admitted to OE. A person who is a member of OE that later displays disruptive behavior in relation with OE goals or interests will be expelled from OE.

Voting:
Becoming a Registered Member:
A UW Oshkosh student wishing to become a registered member of OE will be voted upon by the registered members of OE on the first meeting of each semester, and will have the following procedure:
- Prospective members will be voted on individually.
- All registered members in attendance will vote.
- Voting will occur before the Executive Board elections.
- Students will be voted in as registered members by a majority vote.
- To be considered for registered status, students must fulfill requirements for registered members.
Executive Board Elections:
A UW Oshkosh student wishing to become a part of the executive board of the OE will be voted upon for their desired position(s) by the registered members of OE on the first meeting of each semester, and will have the following procedure:
- All Executive Board positions will be up for election at this time.
- Only registered members may vote.

Voting will be done on each position individually, in the following order:
- Office of Lucifer
- Office of Leviathan
- Office of Balaam
- Office of Belial
- Office of Mephistopheles
- For each position, a vote of 2/3 majority must be made in order for the election to pass.
- If no one person receives the 2/3 majority vote, the number of votes for each candidate are listed, and voting is done again.
- If no one person receives the 2/3 majority vote after the second vote, then the person with the most votes is elected.

Other Procedures
Meetings:
- All meetings will be run by the President.

In the absence of the President, the following hierarchy will be used for determining who runs the meeting:
- Public Relations Representative
- Librarian
- Treasurer
- Public Relations Artist

The meeting will proceed as follows:
- Call to order
- Executive reports
- Discussion of issues
- Voting on issues
- Announcements
- Feature Discussion
- Conclude meeting
Amending the Bylaws:
- An amendment to the constitution must be proposed in the discussion and be presented in written form to those in attendance.
- Registered members will vote on the amendment during the following week
- An amendment must pass by a 2/3 majority of the registered members in attendance at the following meeting.
Revoking Registration:
- Registration can be revoked by a popular vote of the executive board. This vote must occur in the meeting. If a tie occurs, the advisor will cast the tie-breaking vote.
- Once registration is revoked, a student cannot be re-registered until the following semester.
- A registered member may propose to revoke another member.s registration. They must submit a written explanation to the President why they think this should be done at least forty-eight hours before the meeting.
Organization Functions:
- Events, such as programs or socials, must be chaired by a registered member of the organization.

Individuals who wish to attend OE scheduled events must:
- Show respect and consideration for those who are in attendance (including the hosts). Those who do not show respect and consideration will be asked to remove themselves and never return.
- Not have been previously asked to remove themselves and never return.
- Conduct that violates campus, local, state, or federal laws or policies will not be tolerated at the functions.
- Events must be given approval by the president.
