John E. Kerrigan

John E. Kerrigan is the Chancellor Emeritus University of Wisconsin Oshkosh and the President Emeritus Loras College. An internationally recognized expert in public administration, Kerrigan’s particular interest is in developing countries. Serving frequently as an academic consultant to universities, educational associations and government agencies, his most recent consultancies were in: Oman, Qatar, Slovakia, United Arab Emirates, Saudi Arabia, Malaysia, Albania, Bulgaria, Macedonia, Romania and Morocco.

Additional professional assignments for Kerrigan includes 3 years of service with The Ford Foundation as a specialist for the National Ministry of Municipal and Rural Affairs in Amman, Jordan, and as administrative officer for the Ford Foundation in Beirut, Lebanon.

Dr. Kerrigan also served as the first City Manager of Aspen, Colorado. Dr. Kerrigan’s academic and administrative positions include assignments at the: University of Colorado, University of Oregon, University of Nebraska Omaha, University of Houston-Downtown Campus and 10 years as Chancellor at the University of Wisconsin Oshkosh and 2 years as President of Loras College. He has authored over 50 articles and papers and co-authored a book entitled: Management Training Strategies for Developing Countries.
