Financial Conflict of Interest in Federal Research

Financial Conflict of Interest Regulations

Consistent with federal regulations (42 CFR Part 50, 45 CFR Part 94), the financial conflict of interest regulations were established to promote objectivity in research for which Public Health Service (PHS) funding is sought and to promote responsible prospective contractors.  The regulations establish standards that provide a reasonable expectation that the design, conduct, and reporting of research funded under federal grants or cooperative agreements will be free from bias resulting from Investigator financial conflict of interest.

The University of Wisconsin Oshkosh is committed to ensuring the public’s trust that all Federally-supported research is conducted with the highest scientific and ethical standards.

The Office of Grants and Faculty Development Policy for Financial Conflict of Interest in Federal Research requires disclosure of all significant financial interests that relate to an Investigator's Institutional responsibilities.  The policy applies to all Investigators of the University of Wisconsin Oshkosh that have research funded under federal grants or cooperative agreements and applicants seeking federal funding.  

Investigator's Responsibilities

Submission of Financial Disclosure Form

  1. Application Disclosure: When submitting an application to the Office of Grants and Faculty Development for federal grants or cooperative agreements, any Investigator (any individual responsible for the design, conduct, or reporting of a research project) must submit a Financial Disclosure Form and disclose any Significant Financial Interests. Regulations also require the disclosure of significant financial interests of Investigators' immediate family members.
  2. Annual Disclosure: Investigators with federal funding must update their Financial Disclosure Form on an annual basis.  The submission of the annual disclosure will coincide with the due date of the project's Progress Report.
  3. Ad Hoc Disclosure: In addition to annual disclosure, certain situations require ad hoc disclosure.  All Investigators, with federal funding must submit to the Institution an ad hoc disclosure within 30 days of discovering or acquiring any new or additional significant financial interest.

Training Requirement

  1. Each Investigator must complete training in Financial Conflict of Interest prior to engaging in research related to any federally funded grant.
  2. UW Oshkosh requires completion of the Conflict of Interest Course through CITI Program
  3. A refresher course provided by CITI Program will be required every (4) four years
