Plot Summary: Detective Sergeant Riggs (Gibson) is placed on a leave of absense and told to "relax" for a few months. An avid experimental aircraft buff, he decides to fly himself and Murtaugh (Glover) to the annual EAA convention in Oshkosh. Feeling great after the flight to Oshkosh, Riggs goes off his anti-depressant medication. In the middle of the convention week, he can't sleep late one night and decides to take a walk in downtown Oshkosh, where he sees a michievous looking man wearing a biker helmet and pouring "Mr. Bubble" soap suds in the Main St. Sundial reservoir. Flying into a rage, Riggs tackles the michievous man and throws him through a window of a deserted store front (since there were so many deserted store fronts to choose from, Riggs carried the man on his shoulder for a good long while until he decided which window to put him through). When he hears police sirens, Riggs gets paranoid and runs back via side streets to the south side house he rented with Murtaugh for the week. Instead of simply waiting for Riggs to come out, the Oshkosh Police overwhelm him with "less than lethal" weapons. From there the story goes into a wild odyssey featuring politicians who equate mental illness with criminality, police-support rallies that look like something out of 1933 Germany, and an out-of-town "independent investigator" who takes almost a year to study the attack on Riggs but produces no written report at the end.
