UW Oshkosh Safety Bulletin - March 17, 2008
Strong Armed Robbery

An incident of concern to students, staff and faculty has recently occurred on or very near campus.  In the interest of safety and with the belief that an informed community is a safer community, we are notifying you of the following incidents.
 
Between approximately 12:30 AM and 1:00 AM on Sunday, March 16th a student reported to University Police that they were the victim of a strong armed robbery. 

The robbery occurred on the sidewalk along Elmwood Avenue between John Avenue and West Lincoln Avenue in the area of Polk Library.  The victim reported passing two individuals walking East on the same sidewalk. The victim continued walking West and was jumped from behind by the suspects who knocked them to the ground.  The two suspects then rifled the victims person and took a wallet and fled.  The suspects were last seen fleeing East on Elmwood Avenue.  The suspects were believed to be wearing hoodies covering their faces.  The victim was not able to provide any other descriptive information.  The victim suffered a bump on the back of the head in the incident.  Police were not able to locate suspects in the area.  The incident was not immediately reported.

Indecent Exposure

An incident of concern to students, staff and faculty has recently occurred near campus.  In the interest of safety and with the belief that an informed community is a safer community, we are notifying you of the following incident.
 
The Oshkosh Police Department reports that at approximately 9:09 PM on Saturday, February 23, 2008, a male on foot approached several  females on the sidewalk and exposed himself.  The subject then fled on foot. The incident occurred off campus in the area of the 700-900 block of Cherry Street.   Oshkosh Police officers responded to the area but were unable to locate the suspect.  The suspect is described as a white male, 30-40 years of age, stocky build, unshaven, with shaggy dark hair and an unkempt appearance.  The suspect was last seen wearing a forest green canvas jacket (possibly Carhartt), dark colored jeans, a dark colored form fitting ribbed knit stocking hat and white stiletto high heel shoes.

Attempted Assault

An incident of concern to students, staff and faculty has recently occurred very near campus.  In the interest of safety and with the belief that an informed community is a safer community, we are notifying you of the following incident.
 
At approximately 1:10 AM on Friday, November 16, 2007 a female student reported to University Police that they were the victim of an attempted assault.  The student reported that they were walking back to campus along West Irving Avenue.  Near the intersection with Wright Street, about two blocks off campus, they observed a dark colored car driving slowly down the street across from them. Suddenly, a male passenger jumped from the left rear passenger door and ran towards the student, grabbing them around the waist and shoulder.  The student fought with the male suspect and fell to the ground along with the suspect.  The student continued to fight free of the suspect and after kicking the suspect in the groin and striking them in the face was able to flee to safety. 
 
There are no known suspects at this time and the vehicle has not been located.  The Oshkosh Police and University Police are seeking information on this incident.  The intent of the attacker is not known at this time.
 
The vehicle involved in this incident is described as an older, late 80's to early 90's, mid sized Buick (or other GM product) that is dark in color.
 
The suspect in this incident is described as a white male with dark eyebrows who is about 6' to 6'2" tall. When last seen the suspect was wearing a black hoodie with the hood up and jeans.

Students, staff and faculty are reminded to practice good personal safety habits and to maintain situational awareness.

Plan ahead so that when you walk you are visible to other people.

When walking choose open, well-lit, and well-traveled areas.

Leave your purse at home if possible. If you must carry one, hold it firmly, close to your body.

If you work late hours, arrange to leave at the same time as a co-worker.

Try to avoid parking far away from your work site or residence.

When walking be aware of your surroundings at all times by making eye contact with passers-by and glancing occasionally behind you.

If you sense that you are being followed, change directions or cross the street. If the person persists, run to the nearest place where you will find other people and call for help.

Go to a public place where you can call the police whenever you feel threatened.

Always carry a cellular phone with the police as your number 1 speed dial choice.

Consider carrying pepper spray and or a personal alarm.

Consider taking a self defense course.

If you feel threatened remember to utilize the blue light emergency phones on campus.  They are a direct link to the University Police Department.

Do not engage in conversation with unknown individuals, especially if threatening language or insults have been used.

Do not display large amounts of money.
