SPECIAL CONDITIONS OF ARRESTED PERSONS
The graph below shows the special conditions of arrested persons. University affiliation refers to students or employees of the university. Non-university affiliation refers to persons who were visiting, passing through, or others who chose to commit a crime within the university community and who were subsequently arrested. In 1999 55% of arrests were university affiliated and 45% non-university affiliated as compared to 51% being university affiliated and 49% being non-university affiliated for 1998. Of the 615 arrests made in 1999, 528 or 86% of all those arrested involved chemical use or abuse. Chemical use or abuse, primarily alcohol, were wither a contributing factor tot he arrest or were discovered incident to an arrest. The use of possession of controlled substances combined with alcohol was also a contributing factor.
