The full text of all versions of Senate and Congressional bills for the 103rd
and 104th Congress, full text of the Congressional Record, and bill
summary and status is available at this site.
This site is a section of the Congressional record index that provides
information about all bills and resolutions introduced during each session
of Congress. Each "document" is an individually retrievable unit of text,
which begins at a major heading (corresponding to the headings in caps, boldface
in the printed History of Bills) and ends at the beginning of the next major
record.
The Congressional Record Index (CRI) is a publication of the Joint Committee
on Printing, Congress of the United States. Each index entry refers to a Congressional
page number of the daily issue in the format 51234 [19JA]. Each issue of the
index has two parts: the index proper which lists individuals, organizations
and other topics mentioned in the Congressional Record, and the History of
Bills, which lists legislative actions reported in the Congressional Record.
The two parts are available online as separate databases. The CRI databases
are ASCII text.
The Congressional Research Service (CRS), part of the Library of Congress,
prepares its reports for the U.S. Congress. The reports are objective assessments
of a technical nature on topics and issues in all subject areas that are
currently under consideration. The CRS mission is to support an informed
national legislature. Although not all the reports are available this
link will take you to several web sites that have these reports available
in full text.
This site which is part of the Library of Congresses "American Memory
Project" is a compendium of full text documents including public laws, hearings,
and debates. Included are such titles as "U.S. Serial Set","Congressional
Globe",
"Annals of Congress", "Elliot's Debates", "House Journal", "Senate Journal",
"Journals of the Continental Congress", and much more.
