A person of any gender can be a victim of stalking and/or harassment.
However, these statistics mention mostly male and female victims because those are the main populations research has been conducted on.

College Stalking & Harassment

1 in 6 women and 1 in 19 men have experienced stalking in their lifetime (to the extent of feeling very fearful or believing that they, or someone close to them, would be harmed or killed).
Persons aged 18-24 experience the highest rate of stalking.
