The American Democracy Project has scheduled its Constitution Day speaker. Christopher Schmidt, from Chicago Kent College of Law will speak about the tension between the 10th Amendment's reservation of powers to the states and people and the 9th Amendment's allowance for additional rights to be added to the Bill of Rights.
