Content Guidelines for Library Media Specialist

Must have Knowledge and Skills in:

1) Wisconsin Model academic standards for information & technology literacy
i.e., media & technology, information & inquiry, independent learning, & learning community.

2) The role of libraries in a democratic society & the interrelationships of all types of libraries & information agencies
i.e., cooperation & networking among libraries.

3) The role of the school library media program within the school environment.

4) An awareness of appropriate local, state, regional, & national professional associations & publications.

5) Communicating effectively with students, faculty, staff, administrators, parents, & other colleagues & the general public
i.e., positive climate in the media center, good interpersonal relationships, purposeful communications about the role & services of the media program,
collaborative planning of curriculum & lessons with teachers.

6) Developing a school library media program dedicated to providing access to information and ideas
i.e., identify student & staff needs, apply strategies for organizing, disseminating & promoting access to materials that meet people's needs,
develop & monitor policies that include reevaluation & review procedures that ensure access to information,
recognize the existence & use of multiple infomation environments,
develop & monitor policies that ensure equitable access to all types of resources & technologies in the school environment,
comply with copyright law & guidelines & advocate compliance,
encourage Intellectual Freedom, free inquiry & access to information, develop & monitor policies that ensure privacy & confidentiality of media users.

7) Building & maintaining resource collections
i.e., internal & external access points to support the educational goals of the school & personal, developmental & curricular needs of students & teachers
e.g., develop collection management policies & procedures that employ criteria for evaluating resources & technology, etc.;
apply criteria to ensure a collection of resources appropriate to students, support teaching & learning in all curriculum areas, support instructional strategies & learning styles, support & encourage spontaneous inquiry by students;
implement standardized procedures for classifying, cataloging, & processing resources;
maintain electronic systems for collection management & user access.

8) Using technology effectively with students & faculty to facilitate teaching & learning
i.e., select, apply, & use software, hardware & communications technologies to promote effective teaching;
produce media in graphic, multimedia & electronic formats to support library instructional programs;
instruct students & staff in the use & production of technology & information resources in multiple formats.

9) Developing, managing & evaluating school library media programs to meet educational goals
i.e., apply management principles to the administration of the library program;
interpret & implement state laws & regulations & school policies & procedures for managing of an effective school library program;
develop short & long range plans for school library media program with faculty & other professionals;
prepare, justify & administer the school library media program budget based on instructional program needs & state regulations & funding program requirements;
participate in planning, arranging & using school library media program facilities to support the instructional program;
assign instructing & directing support staff, volunteers & student assistants;
participate in evaluating support staff;
assess the effectiveness of the library media program in meeting instructional objectives.

10) Serving as a learning facilitator & leader in the development of effective strategies for teaching & learning
i.e., participate in curriculum development process at the building level;
collaborate with faculty to provide instructional activities to respond to students' learning styles;
plan for development of students' information & technology skills;
motivate & guide elementary & secondary students in appreciating literature;
knowledge of children’s & young adult literature, e.g., multicultural;
collaborate with teachers & instructional technology staff to plan & design instruction & identify & gather instructional resourses;
employ, assess & monitor existing & emerging technologies for applications in instructional program;
articulate the role of the library media program in educational program.

11) Learning the role, function & responsibilities of a library media specialist through a supervised practicum experience in a school setting at the appropriate levels.
