The main obstacle in securing a detachment in
Oshkosh was a lack of residential space on campus. With no
dormitories or fraternity houses at the time, OSTC had no
place to house a contingent of 400 men. Numerous options
were discussed and the most hopeful, the Hotel Raulf in
downtown Oshkosh, was rejected due to army regulations
prohibiting the quartering of military personnel with
civilians. Finally, it was agreed that the Rose C. Swart
Training school building would be modified into a barracks
for "the 400". The training school's operations, were moved
into nearby Dempsey Hall. With housing set and S.J. Wittman
to train cadets in aviation, the Oshkosh State Teachers
College became one of five colleges in the state to train
air corps cadets (others included Carroll, Beloit, and the
state teacher colleges at Stevens Point and Eau Claire.)
