Wisconsin Reading Foundation Test
According to the newly enacted Wisconsin State Statute ACT 166:
SECTION 21. 118.19 (14) (a) any person applying for a teacher license “…to teach in grades kindergarten to 5…” is required to take and pass a Foundations of Reading Test.
This legislation will affect any candidate submitting one of the following license applications after January 30, 2014.
Early Childhood-Middle Childhood Majors – Regular Education
Middle Childhood-Early Adolescence Majors – Regular Education (unless currently licensed MC-EA and adding on a minor)
Passing Score Information
- Initial Passing Score: Applicants who apply for Wisconsin Licensure on or after January 31, 2014 through August 31, 2014 are required to earn a passing score of 229.
- Benchmark Passing Score: Applicants who apply for a Wisconsin Licensure on or after September 1, 2014 are required to earn a passing score of 240.

The Wisconsin Department of Public Instruction requires all individuals who apply for an initial license after August 2004 to complete the Praxis II content exam(s) for their area(s) of licensure. UW Oshkosh requires passing scores on the Praxis II content exam(s). Scores are sent to you electronically; it is your responsibility to submit your scores to the Center.
